fps spiking

Its a sign that your CPU's are being maxed out.
First steps would be to lower the graphics and other settings of the game to lower levels.
Next would be to stop all non-essential processes that are running well you play.
Finally you would need to remove anything that is not needed in RAM.

That is most likely a network throttling problem.
Vista and windows 7 have a few issues with it.

The problem happens when your computer receives sound info from the network (internet in this case), it sometimes glitches and causes the computer to stop everything and focus on the sound problem. This causes the game to freeze up or drop frame rate for a few seconds intill the problem passes.

The link I posted should reduce this problem.
It may still happen but it will be more rare then before.

If that doesn't help then you may have a back round program randomly hogging CPU time that needs to be removed.
