No no, that's how fast he's downloading on Steam, 4 megabytes per second.

Your's would be 300-400 kilobytes per second, meaning 4 meg internet.

haha surprisingly no, i know what you mean, at my sisters university they do due to lawsuit purposes, they got sued because some student downloaded sex in the city and some company came after them.

and my home internet is just... facepalm for what my dad is paying...
