Can't open CF! HELP PLZ

Hello, every time i TRY opening CF patcher it instantly goes! I uninstalled it 4 TIMES and still no difference -.-! I closed my anti virus and firewall (maybe shouldn't but eh still tried) and still NO DIFFERENCE! Iv'e contacted the internet company and they say my internet is working as it should be! Iv'e checked the internet machine itself and no problems ! Iv'e tried 99.9% of things.. but still hoping for the .1 is the solution
