Putting the server on UK5 was a test to see if it was even worth it to put a LT+ server somewhere in the game. I may not know much, but I'm pretty sure that the idea of it is slipping more and more as the days progress, and people don't play on it, but instead whine about it.
Hint: Play more UK5. -

While the rank update wasn't aimed towards a specific amount of people, it was aimed at everyone. I somehow doubt they were trying to get people from NA to play in the UK servers.
People that can't bother to switch from one of the UK servers to UK 5 is what will make this fail. People that don't want a higher ping because they normally play in servers located in different areas is a completely different story, and why should they be included in that?
I don't care what happens in the UK servers, as long as it doesn't affect the NA servers. It just so happens that this affects the NA servers, because now it looks like we won't get a higher ranked server all because the people in the UK servers are too dumb/stubborn to switch to somewhere that they'll get the same ping. -
Then why don't we help them out by playing there. The more people they see in the server will attract them there. If UK won't take the first step, what prevents NA? Ping isn't what determines your score. Just look at slaya, he's played with the big boys, and he's got ten times the ping of most competitive players.

They're seeing if making the server a restricted rank will attract people to it or not, apparently you fail to see this. -
