I think only the Z8 can set this value. I think.

I never dare percentages. I do not have the data needed for that.

One thing I can say. The incidence of Brazilians is linked to the time (as an international game, the time zone also matters). Well as the presence, more or less, of hackers (at least in the Brazilian case).

Saying that the only 170 pingers in this game are Brazilians feels kind of naive.
They range from 80 to 300 with a stable connection, you can't tell if someone is Brazilian based on ping alone.
And there are plenty of stupid euros who play on North American servers in spite of having UK servers.
Lots of players from asia (living in asia) too, and they're pretty evenly distributed between UK and NA servers.

I don't think it's over 50% honestly. There are other players who are not from Brazil but have a high or higher ping. We just say they're all Brazilians because it makes us feel better.

what are you talking about? They arent releasing a whole new version i dont believe... they are just adding servers to our version that are locate in brasil.... just like thye did with the uk servers. So your approxiate guess of 20% decrease is completely wrong as the br numbers will probably go up once they have their own servers.
