Stairs problem

I'm having a problem to climb up/down stairs.. the speed that i climb is slower than while press shift. Got it? no?

I read topics on this before that mentioned if you have high fps, you climb slower.

I thought this was about that mis-step on EE on the GR spawn to A site that they never fixed...

Yeah ladders do seem to be slower to climb with higher fps... When I had 30 I was flying. Now even with 50 fps, I can see that it's a little bit slower.

Ladders:

Low FPS - Fly up/down

High FPS - Slowly go up/down. To go down when I have 140 fps, i just jump, I don't waste my time.

Yeah I though it was just me. I can go up them, but slow. But its 100% impossible for me to go down them I dont know why. I thought I wasnt pressing something else that I needed to in order to get down them.
