Wait 48 hours if you have 20 ribbons. If it still doesn't appear, send in a support ticket.

As everyone else on this thread has suggested you need to wait up to 48 hours to receive the M4A1 Crystal, be patient ;p

Lol. That 100k kills ribbon doesn't give the gun. Getting 20 ribbons does. (Or maybe I don't understand his version of english.)

I think he meant he got 20 ribbons when he got his 100k kills ribbon. :P Takes a day to get the ribbon and then it takes a day to give the reward.
