Compared to what exactly?
A rifle having the fastest reload in the game seems very unlikely.
Compared to other assault rifles
m23k verserk compared to msgs
Colt /m9 compared to other handguns
m700 compared to other snipers

Fastest pistol: DE-C/DE-X
Fastest rifle: M14EBR or M4-Spring
Fastest SMG: Uzi

the m14ebr reloads in 1.7 seconds, 1.2 would be way too short
