Rifle 1 shot bug

Does it really exist? Is it common?
Never happened to me, but once a friend, shoot and killed me with one single bullet on the chest using a M4 and I had 100 hp.
Actually we have noticed many cases of 1 shotting in our br competitive community ( Yeah, we have one, have you ever seen BRs playing under WOGL S3 rules? ) However, suspect players claim this is a replay / game bug, so I'm here to ask GMs. Does it really exist or they're cheating?

and one from last weeks:
This last player has been banned from a league cuz of this replay, though his clan yell it's a bug.

Why we don't simply report? Cuz nothing happens and busted players can make a new account anyways.

Yea we are waiting for a GM come here and just say for us if it could be true or not .. Cause in some cases they say that those player don't hack with onehit .. The only one bug that we know in replay it's the fact of replay bar doesn't change when we kill someone .. But it don't matter , cause as we can see he just kill the guy with 1 shot ;s

We are waiting 4 an answer cause we have to know if it's true or not !
