This may explain your problem. -
If your account was made after 8/3 and you are in the restricted area, then you can't. This wasn't the decision of Z8. Smilegate, the company that develops CF, decided to award a license to operate CF in most of the EU to another company. They required Z8 to restrict IPs in all areas already serviced by someone else.
