Cheat or glitch?

It's not just a replay glitch. From what I heard of the other people playing in the game it happened in-game just as it shows in the replay.

Doesn't this happen occasionally when a person enters a room, when in spawn and someone joins my team I have seen them spin out of control and then stabalize and then run off as if nothing happened.
Perhaps its what the first guy said, a shift in ping.

That's because they're tabbed out and moving their mouse while off screen, when tabbed back into game the mouse tries to catch up with the spins.

In the video he had no time to tab in and out.
