Cf sound cause me lag

I have a question about the FPS actually that may tie in to this problem. What does it measure?? I know what ping measures but this is my first game of this kind and I've been trying to figure out exactly what it measures.

Is it frames per second? Because if so then upgrading your internet most likely won't do squat because frames per second has to do with your video card.
