I live in Europe, so should i get better ping, etc if I go to CF-EU?
And will I be able to use this account in it?

No you will not be able to use this account on CF EU. The ping will depend on where you live and where the servers are. Try asking more stuff on the CF EU forums rather than the CF NA ones.
