FPS spikes?

Since the IP Restriction patch, I've been getting fps spikes out the @ss (Literally). EVERY game i go into ( and in the lobby ) i get a fps spike every 5 seconds. I usually get around 40-60 fps. Now every 5 seconds it drops to 30 fps, but thats not the worst part, at the same time my fps drops my screen freezes for about 2 seconds. 2 seconds isn't that bad, but EVERY 5 seconds for 2 seconds?

Before the patch it was working fine, nothing was wrong, I haven't downloaded anything and the same programs have been running.
