It's because of your location.... and the fact your connection is 2MB.

Does it change depending on the time of day?

Some internet service providers (ISP) limit the bandwidth of their users at peak times of the day or week, such at afternoons and weekends.

If you want to check it out, contact your ISP and ask them about it, it should be in your contract somewhere, and if they are limiting you, they'd have to inform you of it.

2mb download...what is your upload? 2mb is a very slow download to begin with, and upload speed is usually only a fraction of that. I have 20mb down and 4 mb up, and end up with a ping of about 30. You should consider playing a game that was meant for your region.
