It's a mobile chip, not desktop. and I do CoD but I always find myself coming back to this adicting game..

As stated, it's the chip. To the people telling him to uninstall. His video card has built in settings not to show those chain linked fencing. Also, uninstalling won't do anything.
By the way, you can't throw grenades through there, it's just a visual effect for those who have problems looking through chain linked fencing.. -

Point is, I paid quite a large ammount for it, Why am I getting the issue. The Integrated chips have built in settings, my 6990 offers a large ammount of options. -

Either your video card's settings don't compat with the chain link fencing, so it completely ignores it, or the setting is just set to completely ignore small details like that. -

I'm more with the "ignore small details" but I got my settings cranked

You can trying reinstalling. Don't know if that will work but, from what I can see the possible issues are that the resource file containing the certain texture is corrupt and therefore a reinstall should fix it. Or that there is an issue with how your graphics card is reading and displaying the textures, updating the graphics card would be a solution. As well as your DirectX version.

... Already updated, and I got DX11
Lemme say that again...
ALREADY UPDATED, AND I RE-INSTALLED CF, DRIVERS -
Try rolling back the drivers to the last version, or reduce some of your settings, CF isn't the most up to date game graphic wise.
Sounds like the transparent textures in the chain link, your card isn't rendering properly.
I wouldnt render CF either if I was a badass GPU.
