Well in countries like the US, it's also punishable by law. In Brazil it's not, which is 90% of the reason Brazil is the known hacking capital of the world.
Another reason is that they're just immature, paranoid, or careless.

if hak doesnt free, so it doesnt more accessible, so less people use hak and so on

its funny they failed to ip restrict the br's because they got a new licence now so i logged in today and found 5 hackers from br in one room and then in another room 4 people with over 500 ping fix these problems and most of crossfire will fix itself

People start playing.
They suck at it and have not fun.
They start hacking. They have fun. They got reported.
Few weeks later, they are bored of crossfire, they stop playing. Around the same time they finally got banned.
In the meantime, so many others come in the game.

The ban system is good, but too slow. I still think that in game mod is necessary to reduce the hackers (at least the obvious one...).

You mean if you don't buy ZP you get a perm ban. While if you do buy ZP you get a perm ban?

I meant that back then, when you bought a lot of ZP, the consequence you'd get from say, hacking in-game would be less than its original power.

If I bought 100k zp and hacked, then I'd only get a 1-day ban, then 3-day then a week, then a month. That's what I remember.
