I get 51ping and 200+ fps (capped).
I'm pretty sure I don't bother anybody, as you.
And yeah, I'd hate a CrossFire where people wouldn't speak english AT ALL (because we can't say people talk english alot in this version lol).
In fact a EU version would be awesome because those who live in the EU but don't give a dam about english and always speak in foreign languages would go there but we'd stay and finally be able to experience something really good. -

In other words, Z8Games does not have a license in Turkey nor does any other company that licenses CF in other regions. Therefore it CAN'T be blocked or restricted, by law. Until a license to distribute CF in Turkey is bought, they can't be restricted. Simple as that. There's your answer.
As I understand it, Intellectual property and License are two different things. SmileGate owns Intellectual property over the Game CrossFire. Z8 bought a License for a right to use it. That's what License are here for : a right to use something.
In other words if SmileGate didn't protect their game worldwide (which they would be stupid not to do) then they wouldn't be able to restrict its use wherever they didn't protect it.
But Z8's License has nothing to do with what you base your answer off. If I buy a License for CF and want to restrict its use to people whose name starts by A, I'm pretty sure I can.
So either SmileGate made a stupid move and didn't protect their game everywhere possible and therefore your answer kind of apply (Turkey can't be restricted by law) or they just decided not to block countries they didn't have to even though that would have eventually cleared a lot of hackers.
I vote for the latter. I'm pretty sure they could have blocked Turkey and Egypt (two countries that holds most of the UK servers cheaters) but since they didn't have to for legal reasons, they let them alone.
I'm personnally not mad for most of Europe blocked, I just can't understand why they couldn't kill 2 birds with one stone i.e. :
- block Europe for licensing issue.
- block Turkey and Egypt for hacking issues.
