No they don't only hack. They among other non US/UK nations have been known to hack en masse. For every US/UK hacker in CF, there will be at least 2 foreign ones.

We try to do our jobs as best we can. However, we can not punish people directly in-game. The best thing you can do is report the screen shot for harassment. It's a shame people are so ignorant towards one group of people and unfortunately it's going to happen. This is what you get when you have a community prominently in their early teens on the internet, where personal identity means nothing.
