Quick question about Ip restriction

So it says "UK and NA" new accounts, but how about the other european countries like italy/spain? will those countries new accounts will be restricted aswell ?

Italy/Spain does not belong to the UK, so yes, they will be restricted.

So can i make a new account for the case if my main get stolen when i make today a new account can i use this account after te Restriction? i live in east europe not uk

Yes, if you make it now it won't be restricted.
