PC Help.
My Money Budget: $400~$550
The only models I can only get is : ASUS, DELL, HP .
Desktop PC. (prebuilt only, sorry.)
I'm not looking for hardcore games like Black Ops, or Crysis 2.
Basically have a good cooling system and performance.
50+FPS on CF, CA, SF, CS:S and other mediocre games.
Newegg, MicroCenter, BestBuy only.

By narrowing your choice to Asus, HP and Dell, you are seriously limiting youself. For that little a price, you will not get a decent gaming PC from those brands. So open up to other brands as well and it will payoff in the long run. I will recommend you take a look at this PC

Very decent CPU and GPU. It will play games like CF and CS just fine and even some higher end games at low to medium settings. But since you mentioned you will upgrade what you buy now, I will highly, HIGHLY recommend you get this system,

Intel processors are always a step ahead of AMD processors. With the same number of cores as the first PC I mentioned, this PC will perform much much faster at about everything. It's just missing a discrete GPU. While the HD2000 integrated GPU will play CF just fine, it will choke on higher-end games. Since you said you are planning to upgrade, you can just buy a separate graphics card in the future and pop it in. You will have an excellent budget gaming computer then.
While the first one is a more complete package with a discrete GPU and all, the second system will be so much faster and doing everything and is a better buy in the long run. You won't have to upgrade anything on the first one for a long time, but by just buying a separate GPU for the second one, you are getting yourself a faster machine. So if you asked me which would I choose, it would be the 2nd machine easily. -

Yup. But the latest Intel processors have a very good integrated GPU. Even without a separate graphics card, you will be able to play CF just fine. Just buy a separate graphics card when you have the money. -

Yes you are right about the graphics.
That's excellent that you are thinking of changing the PSU and get a GPU. 300w isn't much. As for the video card, do you mind buying online? Because for about the same price, you will get a much faster graphics card.
