Second of all what stops anyone who plans ahead from making like 10 spare accounts right now?
What stops them from asking their friends in NA or UK to make them accounts after this is all up and running.
What prevents them from using IP Changers?

You probably know that this wont cut the loses if there is any.

you obviously misunderstand. You might be able to create an account but you will not be able to log into the servers.
edit: Those that are top zp buyers wil still be able to play so nothing will be different, unless they hack and are outside UK/USA so they wont be able to log again. -
