Mission start time???

Sooooo the mission for the day used to start a little after 12 midnite Eastern time zone.

Not so lately, I have stayed as long as 3 hours, and still no mission change, but when I go into CF in the afternoon there is a new mission.

What is the new start time? MODS please answer. When does the 24 hour period start and end?
