Personally I'd pay extra and go for the 450, though if he's gonna be playing more child friendly games, chances are you'll be wasting that money which he could use to upgrade when he gets a little older.
If you do go with the second one, make sure you get a solid motherboard, an M4 series would be a good choice. -

well, he's about 11, not at exactly the age for fps's or heavy graphic games, but i think it would give the computer a longer lifespan if i jamm in a 450 right?
and i've got some spare parts my friend sold me for a good price when he was doing a clean out for his shop (the cost to transfer everything he had there would be too much, so he sold me everything with over 50% discout lol)

-4gb ram kingston
-1tb sata2 seagate hd
-a real 450w power supply
-and a windows 7 home premium copy

Cooling would also be alot easier with Moofs option.
Yeah, it's only pushing out a few more watts of power so you shouldn't need to change power supplies presuming you got a decent one.
What CPU series are you going with?
Edit: I doubt your cousin would need a terabyte drive, cut that down a bit and try and upgrade the PSU. Then just pick up an external drive if needed down the road. -

Definitely, the lifespan on that will stay pretty good, consoles basically determine the hardware requirements of games right now, and from what I've been hearing about the new gen of consoles coming out they will be last gen pc parts. So the 6770 will last a good long time, and that 2500k sandy isn't going to be needing upgrading until it burns out. -

Absolutely no need. The 2600k would only push out a few frames more, it would be a waste considering most things won't even take advantage of it's full power. Not to mention to 2500k is powerful enough on it's own.

geforce usually chews up moar energy and if i remember it quite right it consumes less than the 450 .-.
the 6770 consumes a few more watts, you are think of the 480 which enjoys making power supplies suffer. Then laughs as they burn in hell from the load. -

Turn the filters off. Leave everything else on. Should be fine. -

By filters I mean the anti-aliasing. It doesn't really affect the graphics, it is nothing but a mind trick.
