Mission bug and lagg

Look at the reward.. it would be funny to have all this gp for completing the dog tags

2. Since a week ago i started lagging. My ping was all the time jumping from 75 to 500. I dont have more programs on while playing and i dont download too..
Any solution to the lagg problem?
