Ping difference in non different server.

I get 45-50 in alpha, charlie, echo and fox
and 20-30 in bravo.
Is this a server issue or a isp issue ?

Can't be, the canadians get the same ping in all servers and I get 35 in the server for some reason, is this a TCP issue, UDP or something ? If so, please let me know so I can fix it.
