Unable to load ltmsg.dll

I get that error msg when I'm starting the game "Unable to lead ltmsg.dll.

I did search for solutions in the forum , but I couldn't find any working solution for me.

I tried reinstalling first then re-downloading the setup file , still not working.

I tried getting a clean ltmsg.dll as they say , it didn't work too.

PS : I dont have any antivirus .

I hope to get an answer as fast as possible.
