They are both the same cards but different brands. I have always preferred EVGA for nvidia cards. So I would say the EVGA one is better, just because they are my favorite brand.
I would say the 550ti is twice as better than the 6670. But even with the 550ti, you won't be able to play 1080p with everything on high smoothly. For that, you need a card in the $300-$400 range. But the 550ti isn't a bad budget card. It will play all the latest games on decent settings. -

nah i dont need it to work like fluid smoothly, but just smoothly to play 50~60+ fps... -

It will actually play blackops, CA, and CS with max settings very smoothly. Didn't know the 550ti was that powerful. I am quite surprised to be honest.

going to get 2nd one. first isnt in store. (Parents only allowing me to buy pc online but i have to buy the others with my own money. -
