If someone glitches C4 then report it through the proper method, it is an offence.

Yes you can do that.

Or else make a report of the person glitching the bomb. Don't post the names here and certainly not how to bug it.

It's not fixed, I've seen people glitch the c4 in port at a site and mexico at b site
