The most common way that people fix this is just to reinstall, make sure you don't have an anti-virus or firewall on while doing it, try a direct download from a mirror. If you have an anti-virus or firewall on while opening CF, add CF to the exceptions list. There are lots of ways to fix this, but I still found that most people have the problem fixed by doing the other thing I listed.
1. Click Start
2. Go to My Documents
3. Find the CrossFire folder
4. Double click the version folder that is in the CrossFire folder, it should be in notepad format
5. It should say something like
[VERSION]
LatestVersion = 1069
MinimalVersion= 1044
OwnVersion = 5
6. If not change latestversion to 1069.
7. Save it and this time right click the version file
8. Check Read-Only
9. Save
