Same situation I'm having right now.
I went beyond the requirements and I didn't get it.
Yet Noobs who didn't do ANYTHING got it....so sick of this.

yeaa man its really annoying cause they keep saying if i don't have it i didn't meet the criteria and requirements...that fucing ridiculous i did it with everyone and i still didn't get i t its really annoying ...

I also didn't get this ribbon. I am absolutely sure I completed all the tasks but there is no sign of ribbon. For pistol week ribbon i had to wait 3-4 days but now it's 6 days and i lost hope. They wasted my time trying to get this ribbon >:C
