It's actually 2 days after the promised release of the ribbon that you can go and cry. Don't cry on the forums though, as your account [forum, related IPs on the forum, and related IPs in game] are at exposure to permanent bans.

If you don't get the ribbon and are sure that you fulfilled the requirements for the ribbon, send a support ticket by clicking here. Remember, you should have sufficient proof [I screenshot'ed and save replay'ed all 5 wins while I played 8 to make sure, I screenshot'ed and save replay'ed all kills in SND and with a rifle on their specific days, and I screenshot'ed and save replay'ed all games in Compound yesterday]. Proof is probably your only way to get the ribbon if you do not get it.
