How to reduce hackers. Dramatically!

I think crossfire should release a new server called "hack server". This server is where you can hack all you want without getting banned. But z8games should still try to patch the hacks up. The way this will reduce hackers is that if you are caught hacking in any other servers then you get permanent ban or at least 30 days. This server should have no special features what so ever and at the end of each game the people playing receive no kills, deaths or exp . And everyone except the rookies can enter it. I am ruling out the rookies because they might have just started the game and they will leave if they see a load of hackers. I hope GM will read this and put this idea forward because it is just adding a server to the blank spaces left which crossfire is good at.
