I know some people that are up that way and they have around a 20 ping. Just depends on what route your internet takes to get to the servers. Your neighbor could be routed a different cable route and therefore that creates ping variation. I could go more into detail but a lot of service providers are having problems now because routes are all screwed up.

Distance + internet speed = ping (its more complicated than that but those 2 matter most.) -

Mine has started to vary too after the 2nd to last patch but my internet provider bumped my speeds up from 7 mb/s to 12 mb/s (free of course!!) so I dont know if the new equipment they are using is causing it or if its the servers.
Service providers are lowering their "quality" of service too. All it takes is for them to change 1 setting in the Central Office and your ping could be whacky. But again im not positive it isnt CF.
