Well, i can't apply GR or BL for got this ribbon. What's wrong?

But, i don't have the ribbon, so i don't entered on GR or BL. Man, i don't understand why dont have the apply button. Are this a bug?

You can only join in the short time between active Rival Factions missions, they lock the rosters during the mission.
