It's luck. You could spend a mere 2000GP and get it on your first try or spend a million and never get it.

I won my first ever permanent this morning, AK47-Camo. I won it at about noon eastern time when I saw the little green notices popping up in game saying "this person has won this", "that person has won that". Then I bought 10 crates, spun and about on the 8th crate I saw the AK camo in the items surrounding the items I won. I hadn't won it, but I was close. I bought 10 more crates and on the third one of those I won it. I actually couldn't believe it. I've spent like 16K ZP and probably 200K GP on the Black Market and I've never won anything permanent until now.

My personal recommendation would be to wait until you have like 32K GP and it's a time of day that you see lots of notices popping up in game saying people are winning things. Buy 10 crates for 16K GP and spin those. Then buy another 10 crates for 16K GP and spin those. It's not really a strategy because it's luck, but you might as well buy in bulk and save some money anyway. And buying/opening when other people are winning things can't hurt.
