Post your computers specifications then we can help more.
But a couple of simple things are to turn down your Gama(ingame options) and to turn of Vertical Sync in your graphics center on your desktop. Also turn the graphics of the game down to mid or low. -
About my pc ( i use portatitve computer )
Procesor:- I have inte core i3 CPU M 350 @ 2,27 GHz 2.26 Ghz
RAM - 4 GB

obviously cpu heavy processes like norton (practically default on laptops) will compromise fps in a cpu-dependant game like crossfireit means he has integrated graphics, and attempting to clean bloatware up won't change anything.
do try to add something constructive to his issue. while he won't get 200 fps by cleaning up his startup, it won't make it worse. -
Download a program called Gboost. Not Game Booster, but Gboost. Worked very well for me when I had onboard video. FPS went from literally under 30 (sometimes under 10 with smoke in an 8v8 room) to 100+. I get over 200 FPS with this GT 430 video card now though, so yeah.

he asked what he could do to make it go up, which cleaning it up (this under the assumption that it is as bloated as one might expect) would.by what? 1/4 of 1fps? it's like changing the tires of your 99 civic in hopes of making it perform like a koenigsegg. his computer is terrible to begin with, therefore, anything you do won't actually change the fact it's terrible, therefore, he'll have low fps no matter what.

upgrade drivers (always helpful, in general): chipset, sound, video, nic
if you have lots of ram decrease your systems pagefile sizeee
leave (only) nvidia control panel and ccc in the b@ckground
antialiasing and vsync are bishes
offline files, windows media network sharing.. are examples of useless services

srlsy, u dont need an antivirus program if u visit the same websites everyday (google, facebook, z8) -
well if he has 30, if he drops his graphics to minimum, drops all the unneeded software that's running, and tweaks a few of his settings like vsync, he might be able to pull it up to 50 fps with that setup, better to add a decent graphics card, i got a geforce 9750 off ebay for 50$ 2 years ago... and it's served me just fine, raised my fps from 45-60 to 100-150

Making a little comment on Norton. I think that is possibly the worst anti virus out there. Doesn't actually protect you, just blocks everything. -

Start by compareing your system hardware to the games minimum system requirements , usally slow fps is because your graphic card is below the min required for this game , but you should post your hardware for us to see, so we can give more specific advice. -

What is the graphics card specifications? So far with the specs you posted you should be getting way better FPS than you are, so it must be either the graphics card or some programs on your computer lowering your FPS.
Btw another thing to do is download a program called CCleaner. It cleans out clutter from your computer and fixes most registry problems.
