Help me PLEASE!

hello i have a weird problem with my network. when i go to the network icon it says i am connected at icon but if i go over it the text says no connections available and you got the help thingy there. then i do that it says ( Server diagnostics policy or something like that isnt running.) anyone know what to do? i can still go on internet sites, play cf with hella lag though lol
