look when i am mutation and make other players mutations so when i move and punch them they are not change to mutation only when i dont move what to do?

It could just be that you lag. What ping do you normally have when you play CF?

With 300+ ping you're going to have horrible lag. Try some of the other servers, like the UK servers. Keep trying different servers until you find the one you have the lowest ping on.

Alternatively, play regular Mutation instead of Hero Mode. Hero Mode seems a little more laggy than regular Mutation.

OT : go to every server in this game, and check which one gives you a nice ping, when you find it, stick to it, don't leave it unless you wanna leave the game =P
