Possible direct-X

when ever I am in a 3Dish game (CF, Black ops, MW...) I get little black dots and lines lining EVERYTHING, happend today after I installed black ops and got a fatal error message, How do I fix it? I tried alot..

Uninstalled drivers for GPU, installed older ones.
UNinstalled black ops, reinstalled, installed new directX
and I did system restore to a earlier date

PC spec:
Intel celeron
Windows 7 x64
Radeon HD 4850
DirectX 11
