Just like the crates it's all about luck. The letters are completely random. Some people have said they have been waiting a couple of months just for one letter.

Unfortunately you just have to keep at it and you will get it eventually. I have heard that doing different missions instead of the same ones everyday may help but to be honest it's still random.
