Help i can't fix the start up menu!!!

Heyo!
got problem with the startup menu huge white bar at bottom and every button is about an inch to the right instead were it should be but it looks like its right there were it should be but then when you go were the white stuff is the button pops up and you can actually click it. :mad: I am so confused I tried updating it again and downloading it again and everything it just won't work and I tried it on a different computer and it worked. Anyone got the same problem or can help>?!?!?!??!?!:mad:
