it's actually your ping that was the problem. if you had good ping he would of died right away. but you shot and he died almost a second later. it's your spiking ping.

it isn't steady. if it was, people would not die a second after you shoot. the other player either tanks or dies instantly.

And how long exactly would you try this for before giving up? You can't just manipulate when a ping spike occurs. What BreatheToday said is true. When the kill is delayed it means you're the one lagging. If he was the one who spiked you would have killed him and his body would have gone flying in the direction he was running.

The person shooting had about 150ms delay, and the person being shot at probably was high too.
