Hackers lol

Today I found a hacker again as usual and I told to him that he will be reported. His answer was: "I don't care, I have 10 other accounts to hack and I will create more again and again".
Why you don't IP ban them from Crossfire? Why you let them create new accounts and give them the opportunity to destroy the game? Why you just don't do something?
