Your assertions are based on speculation. If that was the case, Xbox live and PSN would be spammed with a bunch of idiots screaming. Comparitivly, if you have either console, you will see that that is not the case.

Excuse me? Have you played on Xbox Live or Steam? There's idiots raging on there all the time, and those services have AGE RESTRICTIONS and aren't constantly plagued by hacking.
Add in microphone support, and enjoy the micspam, and the rage fights between 12 year old Pedro in Brazil who's accused the 13 year old Luigi in Italy of hacking.

I agree that it is not needed. Maybe for clan only chats, or friend only chats, but public chats where anyone can have the opportunity? No thanks.

You hit it on the dot my good sir. No thanks to mic in game. Terrible idea, I don't feel like listening to BR, and any other culture talking in their language. Especially the lil kids.. Just no thanks.
