Does black list and global risk takes different role to win?

Although i played this game for a long time but the rival faction is my first time so i need help from the people who played this game long time and did rival faction before.
So i have recently looked all over the rival faction thread and i found

Black list- attacking role
Global risk - defending role

I am still confused about the roles. So it means the black list have to bomb plant and destroy the site. Global risk have to defend it. More winning team gets more point and the team wins.

So is it like this? If not, please explain clearly and specifically. (It's my first time!)

oh and also, should I apply to black list or global risk?
