You indeed need 20 ribbons as soon as you get the 20th ribbon you will get the ''My Ribbons are Made of Crystal'' ribbon as well which unlocks the M4C-C for you.

You get 20 ribbons. You get a 21st ribbon for your 20 ribbons. The prize for the ribbon of the 20 ribbons is the m4 Custom Crystal.

You need 20 ribbons.

I had read somewhere saying that if you had the military intelligence ribbon before it still counted towards your ribbon count? I don't know if someone slipped something into my drink or I was seeing things or what.. Rumors, illusions, truths, cookies?
