Some ribbons are useless --- like the creationism, everyone has it. And Irom man, to be an iron man would not promote the sale or promote other, clutch killer -- it is easier to look at the kdr directly --- I think it is better to show it. And farmer and hacker will easily achieve this. Campers are noobs and get kicked from rooms recently. Zp, sury says, etc can be combined into one ribbon slot, and increase the level when there are combinations.
And the ribbon system should add something useful --- split honorable soldier into several levels, basic is fair player (no hacking, no glitching ban), decent player (fair player and no break rule -- language offense etc), respectable (those who correctly reported certain amount of hackers with certain rank), etc. Or just make 1 for each. Because I think z8 should emphasize the fair play.
The social contribution like red cross is also good. If you worry about the number of ribbons, then combine them when there are more than 1 in same category. -

While yes, we want people to buy Panda items to donate to Japan. No, we don't want to give out M4A1-CC's any faster because of it.
The incentive is helping another country in need. Not helping yourself by getting another ribbon.
And you show your pride for donating by using the items in game.

I would have to agree... On the other hand, If your really interested in donating. Look up organizations. At the end of the day, only 10 percent is ridiculous... -

You could give the ribbon out as a plaque of some sort, while it will not go towards the ribbon counter for a M4A1-CC.
