19 ribbons

So I have a friend who got the m4cc after acquiring his 19th ribbon. (the ribbons of crystal ribbon was given to him and that made 20)...Is this a known bug or was it a one off?

if you had the military intelligence ribbon before it got removed it will still count.

bug? i dont think so, but i also had the military intelligence, it got removed and now i have aquired 19 ribbons, but didnt get the M4-CC, so i'm guessing that old one didn't matter.
