If you are asking if they give you an advantage like 10% more exp, then no, they don't.
It seems quite obvious that all the perm hats should give 10%+ xp. I've spent 650k gp to get a pumpkin head and approx 100k for the santa hat.
MODs told us that if they made it 10% + exp people would QQ. Still haven't understood in what exp.would make people QQ... -
